Se est\u00e1n llevando a cabo implantaciones a gran escala en Berl\u00edn, Hamburgo y M\u00fanich.<!--more--><\/p>\n<p>Aunque los fabricantes tienen que solicitar un permiso general de explotaci\u00f3n a la KBA para sus veh\u00edculos, y los operadores o compradores deben solicitar un seguro de responsabilidad civil, los operadores ya est\u00e1n implantando implantaciones a gran escala en Hamburgo y M\u00fanich, as\u00ed como en Berl\u00edn.<\/p>\n<p>Hasta este mes, en Alemania s\u00f3lo pod\u00edan circular por la v\u00eda p\u00fablica los dispositivos el\u00e9ctricos de ayuda a la movilidad definidos en la Ordenanza de Asistencia a la Movilidad (MobHV), que incluye los patinetes el\u00e9ctricos de bipedestaci\u00f3n conocidos bajo la marca Segway. La nueva Ordenanza de Veh\u00edculos El\u00e9ctricos Peque\u00f1os (eKFV) cambia esta situaci\u00f3n y permite tambi\u00e9n los \"veh\u00edculos el\u00e9ctricos sin asiento y los veh\u00edculos de autoequilibrio\". Se trata de los llamados patinetes el\u00e9ctricos de pedales. La normativa conlleva los siguientes requisitos previos:<\/p>\n<p>Barra de direcci\u00f3n y sujeci\u00f3n<br \/>\nM\u00e1ximo 70 cent\u00edmetros de ancho, 1,40 metros de alto y 2,00 metros de largo.<br \/>\nPeso m\u00e1ximo permitido: 55 kg (sin jinete)<br \/>\nVelocidad m\u00e1xima de dise\u00f1o de al menos seis a un m\u00e1ximo de 20 km\/h<br \/>\nLimitaci\u00f3n de potencia a 500 vatios (1.400 vatios para veh\u00edculos autoequilibrados)<br \/>\nCumplimiento de los requisitos m\u00ednimos de \"din\u00e1mica de conducci\u00f3n<\/p>\n<p>Para ser m\u00e1s precisos, los veh\u00edculos el\u00e9ctricos en miniatura deben ser aptos para circular, poder frenar, ser controlables y disponer de un sistema de iluminaci\u00f3n.<\/p>\n<p>Adem\u00e1s de las condiciones t\u00e9cnicas, los compradores o arrendadores deben contratar un seguro de responsabilidad civil para los patinetes el\u00e9ctricos de pedales. Las primeras compa\u00f1\u00edas de seguros ya lo ofrecen por 29 euros al a\u00f1o. Sin embargo, no existe una matr\u00edcula de seguro fija. En su lugar, se expide una pegatina de seguro que debe colocarse en la parte trasera del veh\u00edculo, a ser posible debajo del piloto trasero.<\/p>\n<p>Los patinetes el\u00e9ctricos de pedales s\u00f3lo pueden circular por carriles bici o ciclov\u00edas. Cuando \u00e9stos no existan, deber\u00e1n circular por la calzada. Sin embargo, las ciudades, los municipios y las autoridades locales pueden utilizar una se\u00f1al adicional para despejar los caminos para los patinetes el\u00e9ctricos de pedales.<\/p>\n<p>En este contexto, hay que pagar multas por las infracciones. Quien mueva un patinete el\u00e9ctrico de pedales sin permiso general de circulaci\u00f3n, por ejemplo, paga 70 euros. Conducir sin la pegatina del seguro cuesta 40 euros. The scooters will be available this month via the app &#8220;Tier &#8211; Scooter Sharing&#8221;.<\/p>\n<p>According to Michael Westhagemann, Hamburg&#8217;s Senator for Economics, Transport and Innovation, companies that will be making use of the new laws in Hamburg are: E-Floater (formerly Floatility), the Berlin startup Tier Mobility, the American offerers Bird and Lime as well as Voi from Sweden. While E-Floater, Tier Mobility, Bird and Lime want to concentrate on the city centre, the Swedish provider Voi plans to become the first company to service the city outskirts- in co-operation with the Hamburg public transport operator, Hamburg Hochbahn.<\/p>\n<p>Within the framework of a voluntary agreement between Hamburg and the providers, regulations on the organisation of the services, parking, control and monitoring, traffic safety of the electric pedal scooters and data exchange are regulated, but still, need to be finalised. Two important key points here: on the one hand, no more than 1,000 e-scooters may be on the move per day per sharing provider within the middle city ring road. On the other hand, Hamburg will define several hundred zones in which the parking of e-scooters is prohibited.
