Esto forma parte de una estrategia de electrificaci\u00f3n m\u00e1s amplia destinada a descarbonizar completamente el sector del transporte del pa\u00eds de \u00c1frica Oriental. <!--more--><\/p>\n<p>El presidente de Ruanda, Paul Kagame, present\u00f3 el plan en una conferencia juvenil la semana pasada. Cuando el medio de noticias tecnol\u00f3gicas <em>TechCrunch<\/em> hizo llamadas al gobierno ruand\u00e9s, el jefe de la Autoridad Reguladora de los Servicios P\u00fablicos, Patrick Nyirishema, confirm\u00f3 que los planes para la electrificaci\u00f3n de los veh\u00edculos de dos ruedas formaban parte de un plan nacional m\u00e1s amplio de movilidad el\u00e9ctrica. Explic\u00f3 que \"el anuncio del presidente es exactamente la direcci\u00f3n pol\u00edtica en la que estamos... se trata de la conversi\u00f3n a motos el\u00e9ctricas... La pol\u00edtica est\u00e1 preparada, a\u00fan debe ser aprobada... y est\u00e1 pasando por el proceso de aprobaci\u00f3n\".<\/p>\n<p>Convertir todos los veh\u00edculos de dos ruedas de Ruanda no es una haza\u00f1a f\u00e1cil. S\u00f3lo los mototaxis de la capital, Kigali, suman entre 20 y 30.000 veh\u00edculos. En el foro juvenil en el que present\u00f3 el plan, el presidente Kagame asegur\u00f3 a su audiencia que \"encontraremos la forma de sustituir los que tienen ahora. Instamos a los operadores de taxi-moto a que nos ayuden cuando llegue el proceso de retirada\".<\/p>\n<p>Al parecer, la estrategia del gobierno se centra inicialmente en los operadores de transporte p\u00fablico, como los mototaxis, para pasar despu\u00e9s a los autobuses y los autom\u00f3viles. According to a report from US industry <a href=\"https:\/\/www.techsciresearch.com\/news\/1662-africa-two-wheeler-market-to-cross-9-billion-by-2021.html\" target=\"_blank\" rel=\"noopener\">research firm TechSci Research<\/a>, the African two-wheeler market will surpass 10 billion USD within the next two years.\u00a0 It&#8217;s no surprise then that international companies and ride-hailing rivals <a href=\"https:\/\/techcrunch.com\/2018\/03\/30\/uber-and-taxify-are-going-head-to-head-to-digitize-africas-two-wheeled-taxis\/\" target=\"_blank\" rel=\"noopener\">Taxify and Uber launched<\/a> motorcycle passenger services in East Africa last year and other motorcycle ride-hail ventures have been launched in Nigeria.<\/p>\n<p>In Africa, Rwanda has made the news for a period of relative stability and prosperity as well as liberal and forward-thinking policies. Rwanda is also becoming a shining light of innovative initiatives, for example, leading the way on drone-delivery systems, relevant to overcoming infrastructure hurdles that can enable African countries to leap-frog decades (one could argue, centuries), of infrastructural neglect. Elesewhere in Africa, Nigerian motorcycle taxi and delivery startup MAX.ng raised a 7 million USD round with participation from <a href=\"https:\/\/www.electrive.com\/2018\/09\/12\/yamaha-expanding-electric-two-wheeler-business\/\">Yamaha, who is coincidentally also participating<\/a> in cooperation with <a href=\"https:\/\/www.electrive.com\/tag\/gogoro\/\">Gogoro<\/a>, the electric scooter and battery swapping company that is rapidly expanding its international networks.<\/p>\n<p>The upsurge of interest in electric two-wheelers is no means a phenomenon of non-Western countries, Taiwanese company Gogoro is quickly conquering European markets and is known in Europe for the scooter-sharing service of Bosch, <a href=\"https:\/\/www.electrive.com\/tag\/coup\/\">Coup<\/a>. Gogoro recently expanded its portfolio with the launch of a vehicle-sharing platform <a href=\"https:\/\/www.electrive.com\/2019\/07\/08\/gogoro-presents-electric-scooter-sharing-platform\/\">GoShare<\/a>, when the company announced that it would introduce its own sharing service in several cities around the world at the end of 2020. Gogoro has also just launched its <a href=\"https:\/\/www.electrive.com\/2019\/08\/28\/gogoro-targets-b2b-with-expansion-into-soul\/\">B2B, electric scooter and battery swapping network in Soul<\/a>.<\/p>\n<p>Battery swapping makes sense at a time when battery technology is developing at a fast rate, yet electric vehicles themselves can be long-lasting and robust. In July last year, a Honda and Panasonic announced a <a href=\"https:\/\/www.electrive.com\/2018\/07\/16\/honda-panasonic-to-install-battery-swap-stations\/\">project in Indonesia<\/a> to trial battery swapping for electric motorcycles. In terms of the aforementioned infrastructure leap-frogging mentioned above, battery swapping overcomes grid difficulties in countries with unreliable or inadequate access to electricity. However, Gogoro&#8217;s example would indicate that while this is a benefit in underdeveloped countries, highly industrialised countries like South Korea are equally able to make good use of two-wheeler battery swapping systems.<\/p>\n<p>Back in Rwanda, although the government has not indicated exactly which companies and initiatives will be involved in its comprehensive transport transition, one player is already clear. Ampersand, a Kigali-based EV charging systems venture, has already been involved in a feasibility study for implementing electric vehicles across Rwanda since last year, as well as already receiving grants from the Rwandan government.
