Podr\u00eda permitir no s\u00f3lo los e-scooters, sino tambi\u00e9n los ciclomotores el\u00e9ctricos ligeros sin homologaci\u00f3n.<!--more--><\/p>\n<p style=\"text-align: center;\">* * *<\/p>\n<p>Hasta hace muy poco, el Reino Unido adoptaba una postura notablemente diferente a la de la Europa continental en la cuesti\u00f3n de la micromovilidad. Donde <a href=\"https:\/\/www.electrive.com\/es\/2020\/02\/27\/fords-e-kick-scooter-sharing-service-spin-se-expande-a-europa\/\">Hace tiempo que las capitales europeas<\/a> introducido los veh\u00edculos el\u00e9ctricos ligeros y pasado ya por las inevitables pruebas necesarias para iniciar un uso aceptable para los dem\u00e1s usuarios de la v\u00eda p\u00fablica y los residentes, las Islas hab\u00edan prohibido los patinetes el\u00e9ctricos en sus carreteras.<\/p>\n<p>Eso iba a cambiar con <a href=\"https:\/\/www.electrive.com\/es\/2020\/03\/17\/reino-unido-probara-la-legalizacion-de-los-patinetes-electricos\/\">ensayos en cuatro zonas designadas de transporte futuro<\/a>que desde entonces se han abierto a todas las regiones del pa\u00eds. El gobierno <a href=\"https:\/\/www.electrive.com\/es\/2020\/05\/12\/el-reino-unido-fast-tracks-e-kick-scooter-trials\/\">acelerar el ensayo del e-kick-scooter<\/a> proceso en un a\u00f1o y ampliarlo a todo el pa\u00eds se produjo con la crisis de Covid-19 como tel\u00f3n de fondo. La idea es aumentar la micromovilidad, el uso de la bicicleta y los desplazamientos a pie... r\u00e1pidamente.<\/p>\n<p>Las pruebas que ahora se ponen en marcha tienen por objeto garantizar que los patinetes el\u00e9ctricos sean seguros para su uso en carretera. Sin embargo, como cualquier regi\u00f3n es libre de participar y \"para contribuir a la reanudaci\u00f3n ecol\u00f3gica de los desplazamientos locales, los ensayos deben estar operativos lo antes posible\", seg\u00fan el \u00faltimo anuncio. Esta noticia inclu\u00eda a continuaci\u00f3n \"los cambios necesarios en la legislaci\u00f3n\", que entraron en vigor el 4 de julio de 2020. Se podr\u00eda decir que algunos de estos cambios son radicales.<\/p>\n<p>Para empezar con algo menos sorprendente, el gobierno propone regular las pruebas de los e-scooters de alquiler de la forma m\u00e1s parecida posible a las de las bicicletas de pedaleo asistido el\u00e9ctricamente, que la UE denomina EPAC. Westminster considera que, en muchos aspectos, los e-scooters tienen la misma presencia en carretera que estos pedelecs y ciclos. Por ello, durante las pruebas, permitir\u00e1n que los e-scooters utilicen la calzada (excepto las autopistas) y los carriles bici y las pistas, siempre que sea posible. So, for now, users must have a motor vehicle insurance and at least an AM driving license. However, that could ultimately lapse, reckons the Light Electric Vehicle Association, LEVA. Already the government proposes to exempt trial e-scooters from vehicle registration and licensing (vehicle excise duty). This would then also exempt trial e-scooters from the requirements for vehicle type approval.<\/p>\n<p>LEVA points out that here &#8220;the UK has decided to put aside European legislation and set its course&#8221;. For example, the e-scooters may have a motor with a maximum continuous rated power of 500W &#8211; EPACs usually are limited to 250W in the EU or 350W in the UK. Also, the e-scooters in the UK view must not weigh more than 55 kg, battery included, and not exceed 15.5 mph (that is slightly faster than the EU&#8217;s 25 kph). And, there is the provision that the e-scooters may have a saddle.<\/p>\n<p>In the EU, e-scooters with saddle are in the scope of the L category and must, therefore, be type-approved as L1e-B &#8220;moped&#8221;. As a result of the British decision, not only e-scooters with a saddle without type approval are allowed on the road, but also all other two-wheeled vehicles that need to be type-approved in the EU, insofar as their speed, power and weight are limited, and they don&#8217;t have pedals.<\/p>\n<p>For LEVA, this is a welcome development that could open the way for more light electric vehicles to be removed from the L1 category that requires type-approval and other hurdles that make access harder. For example, the 250W restriction for pedal-assist bikes hits cargo e-bikes hard that could use the extra power without getting necessarily faster.<\/p>\n<p>In the UK, it remains to be seen now, what the trials will bring. The government expects that they will commence at the end of August 2020 and run for twelve months &#8220;with the trial period beginning in each area as and when e-scooters become available to the public&#8221;.
