Ahora, el Parlamento Europeo va a iniciar negociaciones con los Estados de la UE sobre una legislaci\u00f3n concreta.<!--more--><\/p>\n<p>El transporte mar\u00edtimo es hasta ahora el \u00fanico sector en el que la UE no tiene obligaciones espec\u00edficas para reducir las emisiones de CO2. La votaci\u00f3n para revisar el sistema comunitario de seguimiento, notificaci\u00f3n y verificaci\u00f3n de las emisiones de CO2 del transporte mar\u00edtimo (el \"Reglamento EU-MRV\") tuvo un resultado claro: 520 parlamentarios votaron a favor, 94 en contra y 77 se abstuvieron.<\/p>\n<p>La Comisi\u00f3n propuso alinear las obligaciones de informaci\u00f3n de la UE y de la Organizaci\u00f3n Mar\u00edtima Internacional (OMI). Aunque los MEB est\u00e1n de acuerdo, se\u00f1alaron que la OMI no ha avanzado lo suficiente en la consecuci\u00f3n de un acuerdo global sobre las emisiones de gases de efecto invernadero (GEI). La organizaci\u00f3n de la ONU en su <a href=\"https:\/\/www.electrive.com\/es\/2018\/04\/16\/173-naciones-alcanzan-un-acuerdo-para-reducir-drasticamente-las-emisiones-de-la-industria-naviera\/\">Reuni\u00f3n en Londres en 2018<\/a> hab\u00edan acordado reducir las emisiones al menos en un 50% para 2050 con respecto a los niveles de 2008. Era la primera vez que se alcanzaba un acuerdo de este tipo, pero no exist\u00eda un plan de acci\u00f3n claro. Por ello, los parlamentarios han pedido a la Comisi\u00f3n que examine la integridad medioambiental de las medidas decididas por la OMI, as\u00ed como los objetivos fijados en el Acuerdo de Par\u00eds. Lo que se necesita urgentemente, dijeron, es un acuerdo global ambicioso sobre las emisiones de gases de efecto invernadero procedentes del transporte mar\u00edtimo.<\/p>\n<p>Aunque el Parlamento exige que los buques de 5.000 toneladas de registro bruto o m\u00e1s se incluyan en el R\u00e9gimen Comunitario de Comercio de Derechos de Emisi\u00f3n (RCCDE), muchos eurodiputados siguen pensando que esto no es suficiente. Lo que se pide aqu\u00ed es que las compa\u00f1\u00edas navieras reduzcan sus emisiones medias anuales de CO2 por servicio de transporte de todos sus buques en al menos un 40% para 2030.<\/p>\n<p>\"Controlar e informar sobre las emisiones de CO2 es importante, pero las estad\u00edsticas por s\u00ed solas no ahorrar\u00e1n ni un gramo de gas de efecto invernadero\", afirma Jutta Paulus, diputada de Los Verdes en el Parlamento Europeo. \"Por eso vamos m\u00e1s all\u00e1 de la propuesta de la Comisi\u00f3n y pedimos medidas m\u00e1s duras para reducir las emisiones del transporte mar\u00edtimo\".<\/p>\n<p>Seg\u00fan ellos, se necesita urgentemente un acuerdo global y ambicioso sobre las emisiones de gases de efecto invernadero procedentes del transporte mar\u00edtimo. Prev\u00e9n un \"Fondo Oce\u00e1nico\" financiado mediante la subasta de derechos de emisi\u00f3n. Several companies are already using battery-powered ferries which have found solutions led primarily by Norway where the government set the <a href=\"https:\/\/www.electrive.com\/2018\/05\/06\/norway-to-protect-fjords-with-zero-emission-zone\/\">world&#8217;s first zero-emission zone on water<\/a> back in 2018. For smaller ships, there are already market-ready solutions for both purely<a href=\"https:\/\/www.electrive.com\/2020\/06\/22\/wartsila-to-develop-fully-electric-ferries\/\"> battery-electric<\/a> as well as <a href=\"https:\/\/www.electrive.com\/2020\/09\/08\/ballard-introduces-fuel-cell-module-for-ships\/\">hydrogen propulsion systems<\/a>, as well as retrofit solutions. Even inland shipping has made progress recently with initiatives such as ZES introducing <a href=\"https:\/\/www.electrive.com\/2020\/06\/04\/battery-swapping-for-dutch-container-ships\/\">battery-swapping systems for container ships<\/a>. For the use of smaller boats, many solutions are readily available, such as the solutions offered by <a href=\"https:\/\/www.electrive.com\/tag\/Torqueedo\/\">Torqueedo<\/a>, for example. This means that the only thing missing for the decarbonisation for vessels up to the size of short-distance ferries or inland waterway cargo is guiding legislation.<\/p>\n<p>The greatest challenge is posed by the international long-haul shipping sector that faces very concrete hurdles.<\/p>\n<p>Shipping, in particular, has proven to be a significant source of GHG emissions a result of the traditionally low grade &#8220;<a href=\"https:\/\/e360.yale.edu\/features\/at-last-the-shipping-industry-begins-cleaning-up-its-dirty-fuels\" target=\"_blank\" rel=\"noopener noreferrer\">bunker fuel<\/a>&#8221; used in ships engines. However, these are currently no zero-emission long-haul shipping solutions on the market, since large hauls over long distances without recharging opportunities pose many challenges. Not only that, but ships last around 50 years if they are well maintained \u2013 which means that new shipping vessels bought now will be around for another 50 years, posing a genuine question of how shipping companies are to begin the decarbonisation of their fleets. Here too, though, there are already options. Hybrid battery solutions can work either in combination with a diesel engine, or they can combine with fuel cell propulsion systems for zero-emission alternatives as the technology becomes available. <a href=\"https:\/\/www.electrive.com\/2020\/09\/16\/eas-brings-hybrid-easy-marine-into-serial-production\/\">Only yesterday EAS presented<\/a> a flexible hybrid battery solution that is compatible with either H2 or diesel in hybrid.<\/p>\n<p>In terms of hydrogen fuel cell technology for larger ships, some initiatives are pushing forward on solutions. <a href=\"https:\/\/www.electrive.com\/2020\/04\/09\/abb-hdf-team-up-on-fuel-cell-sysems-for-ships\/\">In April this year, ABB signed an MoU with Hydrog\u00e8ne de France (HDF)<\/a> to jointly manufacture megawatt fuel cell systems for powering shipping vessels. The two partners want to optimise the production of large systems to be able to build fuel cell power plants in the megawatt range for ships. Just <a href=\"https:\/\/www.electrive.com\/2019\/04\/04\/denmark-ballard-plans-to-produce-fc-modules-for-ships\/\">one year ago<\/a>, <a href=\"https:\/\/www.electrive.com\/tag\/ballard\/\">Ballard<\/a> Power Systems Europe announced the construction of a Marine Center of Excellence at its facility in Hobro, Denmark, where fuel cell modules for ships will be developed and produced. ABB is also collaborating with the <a href=\"https:\/\/www.electrive.com\/2018\/11\/05\/abb-sintef-to-scale-up-fuel-cells-as-main-ship-drive\/\">research organisation SINTEF of Norway<\/a> to model a complete marine power system in a megawatt-scale propulsion plant.
