The US Environmental Protection Agency (EPA) is now set to revamp the programme. As a first step, the EPA is seeking feedback from fleet operators, manufacturers, school officials, and energy producers to gather information on a broader range of fuel options for the school bus sector. Specifically mentioned are biofuels, compressed natural gas, liquefied petroleum gas, and hydrogen. Although these fuel options have always been eligible under the funding programme, the EPA criticises that the Biden administration ‘limited their availability to push the use of government-subsidised electric buses.’

Under Donald Trump, a change in funding policy is emerging. The EPA says it aims to give school districts greater flexibility and more cost-effective options when procuring school buses. The agency further states: “[The] EPA will strengthen oversight and compliance actions in a way that aligns with President Trump’s Day One executive orders and ensure hard-earned American tax dollars are being put to the best use possible.” The programme reform aims to restore jobs in the American automotive industry and boost American energy production.

The EPA said the ongoing public consultation will run for 45 days. The Clean School Bus (CSB) programme is then set to be revised ahead of the 2026 funding round. At the same time, the agency confirmed that no additional funding will be awarded under the current 2024 CSB round. Applicants from the previous call are instead invited to submit new proposals for the 2026 funding cycle.

Under Biden, the US government launched the CSB Program as part of the ‘Infrastructure Investment and Jobs Act’ and allocated a total of $5 billion for five fiscal years (2022–2026). The priority was to replace existing school buses with clean or zero-emission vehicles and expand the corresponding infrastructure. According to the EPA, around $2.7 billion in funding has been disbursed so far, with 90% allocated to battery-electric school buses and the remainder to propane-powered buses.

The agency also highlighted a significant waste of taxpayer money in the context of the insolvency of manufacturer Lion Electric. “To date, some buses remain undelivered and not adequately maintained due to Lion Electric’s action. EPA is not able to comment further on matters pertaining to ongoing litigation but is evaluating potential options once the bankruptcy proceedings conclude,” the agency stated.

epa.gov

El Programa de Autobuses Escolares Limpios (CSB) se introdujo en 2021 bajo el mandato del ex presidente estadounidense Joe Biden.
