Most recently, in November 2025, Tesla stated that the responsible Dutch authority, the RDW, had indicated approval could be expected by February 2026, though the RDW partially qualified this statement.

It is now nearly the end of March, and approval has yet to be granted. However, Tesla has provided an update on the FSD rollout in Europe via X.

“[The RWD team] communicated the expected approval for the Netherlands date of 4/10, shifting from 3/20 previously, and we look forward to the successful completion of this cooperation,” the statement read. It added: “Together with RDW, we have officially completed the final vehicle testing phase for Full Self-Driving (Supervised) and have submitted all documentation required for the UN R-171 approval + Article 39 exemptions.”

The RDW team is now reviewing the documentation and test results internally. Over the past 18 months, Tesla has covered 1.6 million kilometres with FSD (Supervised) on EU roads and conducted over 4,500 test scenarios on test tracks as part of the RDW approval process. However, the RDW itself has not yet provided any statement on the current status of the procedure.

Important: Even if the RDW grants approval shortly, FSD (Supervised) will initially only be permitted for use in the Netherlands. Subsequently, other EU member states could adopt the approval through a coordinated EU procedure. If no majority decision is reached, individual EU countries could still follow the Dutch decision.

Tesla, as usual, remains optimistic: “We are anticipating a possible EU-wide approval during the summer.”

US intensifies probe into Tesla FSD

Meanwhile, Tesla is facing significant regulatory challenges in the US. The National Highway Traffic Safety Administration (NHTSA) is deepening its investigation into Tesla’s driver assistance system. The agency has raised concerns that the technology may struggle under poor visibility conditions after evaluating accident data from vehicles with active FSD systems.

Specifically, the investigation is examining whether the system recognises when visibility conditions are too poor to operate safely and whether it can promptly return control to the driver before an accident occurs. The investigation covers nearly all vehicles delivered with FSD. The NHTSA estimates that over 3.2 million units across all model lines are affected, including the Model S & X, Model 3 & Y, and the Cybertruck.

One fatal accident reported

The investigation report lists nine accidents linked to these issues, one of which was fatal. In several cases, the system lost track of the vehicle ahead or failed to detect it altogether. The primary criticism is the system’s delayed response: warnings to the driver were either absent or issued only moments before impact, leaving no time to react.

The NHTSA’s investigation has now reached the stage of an Engineering Analysis (EA). This is the final formal step before the NHTSA can demand a recall. However, this does not necessarily mean that affected vehicles will need to visit a workshop. Tesla could address such a recall—which pertains solely to software—via an over-the-air (OTA) update. Of course, this would first require improvements to the software. Suggestions by some media outlets that FSD is on the verge of being discontinued seem unrealistic.

A decade of promises on autonomous driving

Nearly a decade ago, Tesla began marketing its Full Self-Driving (FSD) product. Customers could order FSD as an optional extra for their Tesla vehicles from October 2016. However, it was not until four years later that the software, capable of navigating urban roads and stopping at traffic lights, was rolled out to the first beta testers in the US.

Since March 2024, the service has been available under the name FSD (Supervised) to all customers in the US, as well as in several other countries, including Canada, Mexico, Australia, New Zealand, and South Korea. The ‘Supervised’ attribute makes it clear that the automated driving function must be monitored by the driver, who must be able to retake control at any time. It is therefore classified as a driver assistance system at SAE Level 2, rather than fully autonomous driving, which corresponds to SAE Level 4.

x.com (Europe), reuters.com, nhtsa.gov (USA)

En Europa, la conducción autónoma completa (supervisada) de Tesla sigue sufriendo retrasos, a pesar, como es típico en Tesla, de varios anuncios previos.
