Commission President Ursula von der Leyen first proposed a \u2018Battery Booster Package\u2019 <a href=\"https:\/\/www.electrive.com\/2025\/03\/05\/eu-automotive-action-plan-weaker-co2-targets-more-ev-uptake\/\">in March 2025<\/a> as part of the EU\u2019s action plan for the automotive sector. At the time, she also said the Commission would \u2018explore direct production subsidies by the EU for companies manufacturing batteries in Europe\u2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph \">When the Commission presented its <a href=\"https:\/\/www.electrive.com\/2025\/12\/16\/eu-commission-weakens-co%e2%82%82-targets-a-little-bit\/\">\u2018Automotive Package\u2019<\/a> in December 2025, it followed up on those plans by announcing a \u20ac1.8 billion \u2018Battery Booster\u2019 programme aimed at supporting the production of battery cells for electric vehicles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph \">After a<a href=\"https:\/\/www.electrive.com\/2026\/02\/18\/battery-booster-stalled-between-eu-departments\/\"> lengthy delay<\/a>, the European Commission has officially launched the Battery Booster Facility. The facility is a financing instrument that will provide interest-free loans to support battery cell production in Europe. Its budget amounts to \u20ac1.5 billion and will be funded through revenues from the EU Emissions Trading System (ETS). The remaining \u20ac300 million from the \u20ac1.8 billion package announced previously appears to have been allocated to separate battery raw material projects and is not included in the new facility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph \">\u201cEurope&#8217;s battery industry has made important steps forward but is now at a critical juncture. This is the right time to support them to reach commercial success. The Battery Booster Facility does exactly that: it steps in at the most critical and capital-intensive phase of industrial scale-up and does so in a way that is financially sound,\u201d says EU Climate Commissioner Wopke Hoekstra. \u201cThis will support the European automotive industry to step up electric vehicle production with European batteries. Funded with the revenues from the Emission Trading System, it is turning the cost of emissions into the fuel for innovation.\u201d<\/p>\n\n\n<div class=\"ad-space\" >\n      <div class=\"ad-space-block\">\n      <div class=\"adspace not-mobile rectangle-4\" id=\"article-content-1\"><\/div>\n      <div class=\"adspace not-desktop topmobile-2\" id=\"article-content-1-mobile\"><\/div>\n    <\/div>\n  <\/div>\n\n\n\n<p class=\"wp-block-paragraph \">The European Commission\u2019s funding programme is focused solely on large-scale projects\u2014and only under specific conditions. Applications are open exclusively to companies already in the ramp-up phase of cell production and planning a minimum annual production capacity of 10 GWh. Based on an assumed average battery capacity of 50 kWh, this would equate to battery cells for 200,000 electric vehicles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph \">The European Commission justifies its focus on supporting cell factories during the ramp-up phase \u2013 after construction but before stable mass production \u2013 by pointing to the financial challenges of this stage. &#8220;[The ramp-up phase] is characterised by high scrap rates, making it difficult to achieve profitability and meet strict quality standards required by the automotive sector,&#8221; the Commission states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph \">However, the programme includes a key restriction: funding is only available for an applicant\u2019s first industrial-scale cell factory. Additional plants operated by existing manufacturers are not eligible. Under these criteria, only a limited number of companies are likely to qualify, including <a href=\"https:\/\/www.electrive.com\/tag\/automotive-cells-company\/\">ACC<\/a>, the battery joint venture of Stellantis, Mercedes-Benz and TotalEnergies, Renault-backed <a href=\"https:\/\/www.electrive.com\/2025\/12\/15\/verkor-opens-16-gwh-battery-cell-factory-in-dunkirk\/\">Verkor<\/a>, and Volkswagen <a href=\"https:\/\/www.electrive.com\/2025\/12\/17\/powerco-starts-unified-cell-production-in-salzgitter\/\">Group\u2019s PowerCo<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph \">The facility can provide up to \u20ac500 million per applicant. In theory, the \u20ac1.5 billion budget could therefore be allocated among three companies, although the eventual distribution remains unclear.<\/p>\n\n\n\n<p class=\"wp-block-paragraph \">The strict limitations of the funding programme suggest that the European Commission aims to prevent a repeat of the Northvolt scenario. The Swedish cell manufacturer, among other reasons, <a href=\"https:\/\/www.electrive.com\/2025\/03\/12\/northvolt-ab-files-for-bankruptcy-in-sweden\/\">filed for insolvency<\/a> because it failed to minimise production scrap rates and achieve profitability in its first commercial plant.
