HCM City to electrify 400,000 ride-hailing motorcycles

HCM City in Vietnam has announced plans to convert approximately 400,000 ride-hailing motorcycles to electric vehicles. The initiative is part of a broader strategy to reduce emissions, expand charging infrastructure, and modernise urban transport through regulatory reform and public-private cooperation.

The proposed shift focuses on vehicles used by app-based transport and delivery platforms such as Grab, Be, ShopeeFood, and Ahamove. These companies rely heavily on motorbikes to move people and goods through Vietnam’s most densely populated urban area. Among these, only Xanh SM currently operates an all-electric two-wheeler fleet.

According to local media, authorities have already conducted field studies to determine suitable locations for rest areas equipped with EV charging infrastructure tailored to ride-hailing drivers. A broader policy initiative, including vehicle emission controls, is also in development and will be submitted later this year. This includes incentive schemes for the electrification of taxis, passenger cars, fleet vehicles, and government transport assets.

The Vietnamese city is considering regulatory measures to limit internal combustion engine vehicles in central districts and the coastal Cần Giờ area by 2030, with full alignment towards carbon neutrality by 2050. Future plans also involve integration with neighbouring provinces Bình Dương and Bà Rịa – Vũng Tàu, requiring further impact assessments.

A steering committee will be established to oversee the implementation of the electrification strategy, initially focusing on stakeholder consultation and infrastructure planning. Business leaders have urged the city to introduce concrete support measures, including subsidies, preferential policies, and rapid deployment of charging infrastructure.
