Unlike VW, the Californians operate an über-transparent policy on NOx emissions. Those only occur at its Fremont facility, where Tesla not only self-reported a non-compliance but then delivered a schedule for the solution of the problem by 2016. Ironically the NOx problem might be responsible for the delay in the Model X production.
