Scooter licenses incoming?

According to a study by Consumer Reports, around 1,500 people have been injured in accidents involving electric kick-scooters in the USA since the end of 2017. The article is based on estimates from hospitals in 47 US cities in which either Bird or Lime operate.

Both companies claim they have given away thousands of free helmets and that a change in mobility is their priority. Perhaps the legal framework surrounding electric mobility still needs to catch up with the reality on the roads, and not just in regards to autonomous driving capabilities.
