Qwello wins North Holland contract for up to 1,000 charge points

Park&Charge by Qwello secures Dutch regional tender to install and operate up to 1,000 EV charging points across eight municipalities. The chargers will be set up in public parking facilities.

Charge point operator Park&Charge has won a landmark public tender from the Province of North Holland to deploy and operate up to 1,000 EV charge points in municipal parking garages over the next ten years. The contract, awarded under the regional MRA-e concession, marks the first time in the Netherlands that such a multi-municipal initiative has been launched to install charging infrastructure specifically within publicly accessible garages.

The concession spans eight municipalities – Almere, Dijk en Waard, Haarlem, Haarlemmermeer, Lelystad, Veenendaal, Woerden, and Zandvoort – covering up to 45 garages. While public on-street charging has grown rapidly across the Netherlands, the shift toward structured, indoor charging in urban hubs is seen as vital for further EV adoption, particularly as pressure on curbside space intensifies.

Unlike standard street-side installations, deploying charge points in existing parking facilities presents more complex technical and regulatory challenges, says Qwello. These include integrating with existing grid infrastructure, complying with stringent fire safety and insurance standards, and adapting to the specific operational setups of each garage. The regional structure of the tender aims to streamline these complexities through coordinated planning and unified oversight.

Park&Charge, a leading CPO in the Netherlands, was acquired by Qwello last year. The combined group now manages over 15,000 charging points in nearly 300 municipalities across eight European countries.  

Provincial Executive Jeroen Olthof underlined the strategic importance: “Adequate, affordable and reliable charging infrastructure in parking garages is not only an important instrument for limiting the pressure on public space, but has also become a necessary basic facility for e-drivers.”

The new charging points will exclusively use 100% green electricity and feature smart charging capabilities, continuing Park&Charge’s focus on scalable, sustainable solutions in complex urban contexts.
