ScottishPower to take over EV charging in Highlands and Islands

ScottishPower has been appointed as the new operator of Scotland's Highlands and Islands EV charging network, taking over from the national ChargePlace Scotland (CPS) scheme as part of a regional transition led by HITRANS (the Highlands and Islands Transport Partnership).

The agreement will cover public charge points across Argyll & Bute, the Western Isles, Orkney and Shetland, where HITRANS currently manages charging infrastructure on behalf of local authorities. Roughly 123 chargers will be transferred to ScottishPower’s management platform over the next 18 months, replacing the CPS back-end. ScottishPower will assume responsibility for network management, payment systems, real-time monitoring, and customer support through its Fuuse-powered back-office platform. Local councils will continue to own the hardware, set tariffs, and retain any charging revenues.

This process will begin with an initial 60 charge points which will be migrated by winter 2025, with the remainder to follow in early 2026. HITRANS has provided a breakdown of which charge points will be affected across the four council areas: Argyll and Bute (37), Western Isles (29), Orkney (30), Shetland (27).

Drivers will be able to download and use Scottish Power’s Recharge App to access chargers and pay, or request new RFID account cards from Scottish Power. Those travelling through the area will also be able to use the chargers via roaming partners and multi-network operators.

Chris Carberry, ScottishPower’s Strategic Development Director, said: “We know that rural areas often face more challenges when it comes to accessing charging infrastructure, and we are committed to working with HITRANS to improve this and support wider public access to rapid charging for their vehicles as we all move towards a Net Zero future.”

Gemma Robinson, EV Infrastructure Project Manager for HITRANS, added: “Scottish Power submitted a very high-quality bid for this contract and we are looking forward to working with their Smart Mobility team again on new objectives, having already successfully delivered a project together.”
